ng. >> get m m ♪ good morning i'm jenelle wang. pg&e is offering a buyout for victims of the gas pipeline explosion and fire. i'll tell you how much including a hefty bonus but there's a catch. >> the police department now fire protection. san carlo votes to outsource the city department. >> here's a live look downtown san francisco. notice the winds blowing in from the ocean. is it cooler this morning? we'll talk about fog and actually a warmer afternoon. >> a lot of stuff going on on the san mateo bridge westbound. only one lane open until 5:00. they're painting that repair work that they've done to fix the crack and there's also some more road work heading into hayward. i'll have all the details.

>> the san francisco giants take on the philadelphia phillies in game three today. first pitch is just under nine hours from now at at&t park. it says go giants there! but i believe the colors we're wearing this morning say it all. thanks for joining us. >> look at your orange, mr. thomas! >> we're all doing orange and black. i'm eric thomas. >> i'm kristen sze. after a partial closure that lasted more than 13 hours, all lanes on southbound highway 101 just reopened about 15 minutes ago in morgan hill. this after a tanker carrying 43,000 pounds of wax at night and overturned yesterday afternoon before it could be uprighted another tanker had to be brought in to off-load all the wax. it took four hours to open three lanes. that caused big delays for the evening commute. this morning a big rig tow truck slipped while trying to upright

the tanker so another tow truck had to right both vehicles. >> this morning pg&e is opening its checkbook and offering to buy the san bruno homes damaged and destroyed by explosion and fire. jenelle wang is live to explain and, jenelle there's apparently an incentive for selling your home quickly. >> yes, there is. there's key points to this offer. the main one those who sell to pg&e stat may collect a hefty bonus, $50,000. pg&e began distributing the offer to residents late last week according to the san francisco chronicle. the offer as many victims worry about the value of their land after the september 9th gas pipeline explosion and fire that killed eight people destroyed 8 37 homes and damaged several

more. they worry about the six-month time line because that may be too rushed for the traumatized victims. an attorney also said the offer lacks key details gives too much control to the utility company which could hinder residents from seeking damages in court. some residents are entertaining the offer but want to know for sure how much they would get. for those who don't want to sell, $50,000 for those who finish rebuilding in 16 months. those offering $10,000 to anyone near the site who wants to spif up their home with paint or landscaping. the cause still under investigation. a preliminary report shows there's no sign of extensive corrosion along the pipeline. they're revealing a pressure spike just before the blast caused by equipment failure at one of pg&e's main terminals. but experts say the spike was too small to cause the rupture.

the final report hopefully released by next september. >> staying on the peninsula now the san carlos city council is about to make another tough choice during these difficult economic times. it's decided to outsource the police department. now the city may be the same with firefighters. abc 7's theresa garcia is live in san carlos with more. theresa? >> it seems to be about the bottom line. this city already outsourced its payroll, saved $50,000 and now looking at the job of the firefighters. shares the services with the city of belmont but decided to dissolve that agreement based on some monetary feud and that expires next opportunity. they have issued a formal request to outsource its fire department. the city says it comes to their bottom line. they voted 4-1 to outsource saying it will save over $1 million with apparently no change in the level of service. >> the level of service remains

the same. we'll still have two stations that are open. we'll have comparable staffing and comparable equipment. >> as of right now since i gave notice the organization's going to cease to exist october of next year. today my guys don't have jobs after that point. >> san carlos firefighters say morale is low with as many as 24 positions on the line some already looking for other jobs. this is just the latest cost-cutting move. the city has already outsourced its police department. police services will transfer to the sheriff's department projected to save $2.2 million a year. the leaders are moving fast. they want agencies interested in taking over their fire department to submit their proposals by december 3rd. some who could take over would be cal fire menlo park, san mateo or redwood city that could take over the services and each agency has to submit their proposal which may or may not absorb the jobs of those here in

celebrating. just upload your videos or pictures or e-mail them. >> angry emeryville residents are expected to pack tonight's city council meeting where ikea officials want to get a permit to use a warehouse blocks from their furniture store. customers would be sent to the 60,000 footwear house located at hollis and 53rd streets to pick up large items purchased at the store. daily truck delivers would start as early as 7:00 this the morning and customers would pick up furniture as late as 10 p.m.. residents living nearby complain about potential traffic and noise but city planners okayed the expansion in august. >> many charities are looking for new ways to raise much-needed funds during this downturn in the economy. two bay area women came up with a unique concept swapping goods to raise money for domestic violence shelters hit hard by the recession. it's a concept now spreading across the nation.

>> i got this new shirt. and a whole bag of stuff in there. >> it's called swap for good. a new party trend that encouraging reusing recycles slightly used goods for a cause. these ladies are swapping clothing. donations raised will go to local domestic violence shelters. during the recession, the demand for domestic violence services like shelters and hotlines were skyrocketing. 30% higher than normal years while at the same time the funding was being completely cut. so shelters were closing their doors. >> what is swapped or traded for is all free. partygoers then calculate how much they would have spent on the items and then donate that amount. it is a giving trend. >> anticipated the great response. so far we've had almost 100 events in over 15 states. >> this domestic violence shelter in san francisco answers 5,000 crisis calls a year. the shelter and senior funding

50-cap bottle. the smell may have come from a wooden shipping pallet that somehow contaminated the products. we have more on the affected product on abc7news.com. look under "see it on tv." >> an east bay golf club is saying a hired gun to shoot wild pigs is a safety concern. clayton residents are being told they might hear gunshots during early morning hours for the next few weeks. abc 7's allen wong reports. police and state fish and game have signed off on the kill. >> a herd of about 25 wild pigs has been plowing up the fairways here. the department of fish and game says it's not uncommon to migrate near urban areas in october. >> a temporary fix. >> fencing them out hasn't worked. now the country club has a fish and game permit to hunt them inside city limits. >> keep them off the golf course. >> shooting them? oh. relocation's better. >> fish and game recommends

hunting because trapping wild pigs is extremely difficult. but hunting them isn't easy either. they forge at night, have the smell and can be gone in a flash. >> it's the combination but still an animal. >> archery hasn't worked so hunters are using spotlights and shotguns. they've killed just two pigs under 100 pounds but have seen 300 pound sows. they can quadruple in size within months. they become a huge problem and destroy a lot of property. >> the city of clayton has had difficulty with wild pigs destroying parks and residential property. so far they haven't shown aggression towards humans but there is concern. >> call the police department so we can make sure you know, it's not going to get near anybody and keep people safe because they can be very, very mean animals. no doubt about it. >> police say they already chased one pig from a park where some kids were playing. the permit only allows the hired

temperature range. let's talk about flight delays. aren't any. we have storms moving through oklahoma and kansas heading through memphis and a little light rain new york and boston. if there are any delays our flight tracker will have them and it's at abc7news.com. here's kristen with more news. >> thanks. san francisco city officials are dropping legislation that could shut down golden gate park during the overnight hours because of a recent rise in crime and vandalism. during the past several months vandals have destroyed dozens of plants at the rose garden and caused $100,000 of damage to the golden gate park golf course. in july a park visitors was mauled by a camper's dog and a transient was stabbed to death in a park. they report if the park was closed between 1:00 and 5 a.m. they could bring loiters to jail for trespassing. >> questions about-face book and a question spokesperson say they'll get answers.

letters were sent expressing concerns about some of the social network's most popular gains and applications. yesterday certain facebook.com answer were reported to forward information about millions of users and their friends to third-party internet tracking companies. >> flight delays they're quite expensive for us. the study shows domestic delays cause the economy nearly $33 billion. passengers bear more than half of the economic burden, just under $17 billion. the passenger costs are based on lost time and unanticipated expenses like food and hotel accommodations. for the airlines the loss comes from increased expenses for fuel crews, and maintenance. all right. hopefully no delays this morning. pretty clear. that shouldn't be a problem for us. >> yeah i see some fog developing and getting really thick through the morning hours. there did you from ballmer peak, it is getting thicker by the minute. we'll keep an eye on it and you
